Ruby , Java, Python, C++, C# can't add Image

only HTML can add image

Sorry , mate you can't add image in programming languages , ruby is also a programming language . You will have to learn web for that .

If you are going to learn web I will recommend you to learn HTML first and then css and JavaScript
