Honestly I think you can do HTML and CSS basics in two 2 weeks - getting good at it takes a bit more time.

Also, CSS has grown immensely in the last few years - figuring the ins and outs might take a while.

If website desing is front-end development, i think in 6 months you can learn the basic and make a solid web pages.
