What is the better approach for creating a solution? One web app for all service lines or multiple web apps for each?

We'll be using a JS framework for the Backend and MySQL for Database. Me and my team are currently coming up with a solutioning and we're confused on which one if better especially in the long run, from doing a single tool or else multiple tools for our client. Any advice will be helpful, thanks!
