If I learn JavaScript, HTML and CSS and have some experience in building websites, would I be able to work as a freelancer at 15 y.o.?

You will have the ability to, but dont expect jobs to just fall in your lap. You really won't work much unless you go and find the work

Create an account at online freelance platform, such as Fiverr, Upwork, etc.

For example, in Fiverr, you create "gig" to showcase your product with a price to be listed with other's gigs, like this:

But sometimes there are too many suppliers, so even if you set the price as low as $5, you may get order:

So it also depends on how you market yourself:

- Image you use
- Any video

Most online platforms have an age limit of 18. So legally you can't except you get jobs from friends and relative.

But ideally, html, css, and js is sufficient if you have web projects to prove your skills. Those 3 languages were all I knew when I started freelancing at the age of 16(legally not allowed).
