you don't use < > in css.
If you have:

<div id="myDiv" class="myClass">

... you can target it with it's tag name, id or style ( rootly ):

div { /* rules */ }
#myDiv { /* rules */ }
.myClass { /* rules */ }

But if you don't get that, you should redo seriously the Html and the Css sololearn courses :P
