Why Html5 doesn't support some attributes?

Someone tell me the reason of that why html5 doesn't support some attributes like border in table tag and align in p tag?

Html5 is the latest version, so some old attributes were removed by the Father of HTML himself

To increase coding readability of html codes.
Now tag only contain important attribute and this (styling/designing) stuff can be handle using css.
