How do I write a code for assigning members manually

How do I write a code that enables me to assign registered members manually to another member or organization on my website? Just like a charity site

depends on how they are stored in the first place, my assumption would be php and sql, its pretty easy depending on the storage type (and most importantly the values needing stored like password for instance)
