I am totally new with no coding experience at all and it says 13.97% . What does that mean?

13.57% in this month means that there are still 13.57% percent people more in your country who have more XPs then you in this month. It's nothing but you just need XPs to increase the position

Can you explain your question properly because it's not clear what is ranking you and it's telling you that you are at 13.97% is it solo learn or another app

Ranking is calculated based on your xp.It determines your rank in local and global level.
