On of the best game engines is unity3D. It is free, easy to learn, and powerful. It lets you write programs with C#, JavaScript, and Boo. There are lots of tutorials on youtube and and you can also find good tutorials on Udemy.

You may use OpenGL ES to develop 2D and 3D games but it is hard to learn. You can also use LibGDX to develop 2D games.
