What web dev tools should I use?

I am going to develop a website with the following charcteristics:
- responsive
- it has a map and a list with georeferences
- the list can be filtered based on categories
- for each item in the list, an evaluation/scoring form can be submitted

What kind of web tools do you think will be the most appropriate? What dev skills should I have? Do you think a wordpress solution would turn up to be too inefficient?

You can use Wordpress, Bootstrap, Zoomla, Adobe Dreamweaver, Adobe Muse etc..
I recommend Bootstrap and Dreamweaver because of their simplicity. Trust me With Bootstrap you can made pretty awesome resposive website. Hope it help..😊
