What software can be used to program games or cartoons?
Are they different from the ones we normally use in daily coding?
Or do we even have a software for learning such things?

Do you mean a Language that is good for creating games, or a game engine!?

If you mean a game engine, then yes, they do exist, they can be used to make games with little or no coding althoghh some need a good amount of code to create a game

A good example if one that doesn't need alot of code is the Godot game engine.
There are many other game engines, the most popular if which are Unity and Unreal.

As for "cartoons", you can look up software such as Autodesk Maya, Retas Studio, even Adobe for creation of animated graphic content.
