How many languages i have to learn to develop a minimistic web page.

Does Html and Css is enough

HTMl for the content part
And CSS for the desing part it's enough for static sites but if you want to create a dynamic site you have to add PHP or python for the server side and Javascript for the client part
But you can use Javascript for both of them :)

If you wish to add static interaction then JavaScript is important. And if you want to work dynamically with server then you need server side languages.
