Why use <q> html tag when we can quote mark directly with tax editor?

I am trying to learn HTML and CSS, Some tags really confuse me with its use. <q>, <blockquote> why use these tags when we can directly use quotation mark with simple tax editor while writing?

Sorry for being stupid, but I'm trying to clear my doubts.
