If you write mixed code of html and php together you have to save your webside code on a server with the end *.php for example mywebsite.php then will be all work.
To keep the extension *.html (htm), the server must be configured accordingly, what is unfortunatelly not easy.

You can use HTML code inside PHP file, but not vice versa.
