A website maker told me that he doesn't use HTML and CSS to make site rather he uses CMSs. What is the essence of css and HTML?

Yh with CMS you don't need any knowledge of coding to create cool websites with no stress.
Examples of cms:
Joomla, wix, wordpress........are very nice. But if you want to create your websites by yourself from scratch and know how everything works and why! Then apply your html and css, and even others....:–)

CMSes produce fairly stock standard websites for different business and hobby categories. If you want a fairly customised website for your own needs or your own web App you need to learn to code it and not just use a website builder or cms.
