What are the best software and tools for web development and design?

Notepad++ brackets or dreamweaver.

If can pay: dreamweaver.

Else: visual studio code (on my opinion, better than ++).

But it is opinion. In truth you just need knowledge and a paper. Kkk
You can type on word and it would works.

About visual studio code: have themes, can set on your way, a lot of "expansion, intellisense (complete your code).... So on.
