Akib What an illogical question do u ask. U need to learn html5 and Css3 for (front-end)web development only. Your Question would be good if u want to learn Python as backend web dev,So that together u could possibly be a Full stack developer.
But u have specified "For be a Python programmer",So the answer would be Python itself.

Yes you gotta have a basic understanding of html for that, css is optional as it is about styling , JavaScript isn't necessary you can use python for functionality stuff ,

Abhay ,i already learn python Basic in YouTube.
my teacher was told me that if i want to be a python web Developer i need to learn html css some JavaScript and Django.
so thats why i asked that Question.

If you want to implement the client side of your project by yourself, learning html and css is necessary (html5 and css3 is prefer). But if you don't work on front-end, usually having a little knowledge of html and css is enough for work on back-end.
