Splash floating text on desktop screen

I need to make a splash floating text for my software to appear on desktop screen as a software preloading without back ground, just only appearance if the text which can be normal appearance for few seconds or the fantesy one, so how can do it? (Helps can be in any programming language)

You don't need a programming language to do that.
Learn HTML and CSS.

All right but in any case I don't think anyone would do it for you for free.
And if you don't want to learn HTML and CSS you can learn how to use some Adobe software like Photoshop.
