Can I learn c++ without having knowledge on any other programing language

can I start learning c++ .I don't know any other programing language but I know fundamentals of HTML and CSS.And what software I need to learn c++

C++ is actually considered as one of basic programming language with variety of applications so you can dive right in without any requirement of prior language if you want...!!!

Exactly what Frost said. I started off with C++ knowing only how to open the IDE and type on a keyboard.

you will just need a compiler to get started
for Windows code blocks, turbo c++ are good compiler

Can't imagine that turbo C++ is still used today to learn C++. It should be put to the museum :D You should use modern IDE with modern compilers such as Code::blocks or visual studio.
