So where from can i study full python or where i can get full python course that cover all things.

Wanna learn plotting, go to matplotlib doc, wanna learn ML, go to Tensorflow doc.
How do you think people back in the days learnt? You take a function, look at what it does, what the doc says, what it needs and what it will return, thats it. If you find a book on matplotlib or tensorflow, hey extra knowledge.
Stop looking for a hands-holding guide. Stop looking for the super-easy way.
There's a reason why many libs now have THEIR DOMAIN as name.readthedocs.
PS: Imagine if a math teacher had to TEACH EVERYTHING in math. No. You have your topic, do your best and I do my topic as best as I can.
(!)PPS: Also the sheer size and the obnoxious amount of work needed to keep everything up to date and patchy is not worth a single dollar.(!)

No and yes. Its just a reference. Whether you research things you dont understand is not the issue/concern of the doc.
