Are three different things.

Windows is a operating system.

Winforms application and WPF (windows presentation foundation) are software application, that you can write in visual studio.
If you write a winforms application.
The UI is build by dragging UI components from a toolbar to you form.

If you write a WPF application. You can drag UI components form a toolbar, but also the UI is described in xaml (some sort of xml).
