This wouldn't be a programming language but more of a configuration of a computer. The ENIGMA machine of the early 1940's and some mechanical calculators could be configured by adjusting dials and switches. These machines didn't have the flexibility to let its user define loops so the configuration was roughly as flexible as what you get by typing number buttons on a basic calculator. The first software-programmable computers were programmed using machine language. People would implement programs directly into punch cards where each hole or absence of a hole would represent a bit of machine code. The first programming language designed for some human-readability was assembly and a few types of computers included assemblers between 1947 and 1955. The first high level programming language was Fortran and appeared in 1957.

i think i remember reading that the first program used electricity to detect on/off (ie binary) and was fed by papers with indents. but luckily the world progressed to being able to detect small changes in electricity, which meant a 0 or 1. still binary. so all languages are built from binary. fortran was an early one.
