Can I make online and offline game in html 5

Like android. I know html 5 don't help you out to make IOS app

You can't make a game only using HTML. You should also learn CSS, Javascript & jQuery.

When You Even Make A HTML File on Your Device, it is OFFLINE!
You Don't Need Anything Extra to Make Your Html5 Game Offline

But, Yes If You Want to Make the Game Offline, You Have to Download All Images & Scripts (eg. jquery), All Other Assets
