Can anyone explain the purpose of the up and down arrows in the comments and discussions?
Am a beginner and trying to navigate my learning experience.

Andrew Brown the general purpose of the voting system is based on what the community is suppose to believe is the best answer to the question asked. Yes it gets abused as a popularity tool and just because a comment may get more votes doesn't always match up with what the asker needed or was actually asking for. The asker may mark any comment that they see as actually being the right or closest to relevant answer as best answer with the checkmark.

Up arrow is to mean that you like that question, code, comment, etc...
Down arrow is to mean that you don't like that.
Neither means that you're neutral about it.
Usually, stuff with most upvotes are meant to be shown to more people, and more downvotes to lesser people. See, my comment too got 3 upvotes : ' )

While upvotes are almost and absolute positive, the downvotes are usually against those people who don't follow the rules, some questions asked are usually authentic but some people are picky about the OP not providing corresponding tags, that's when the question gets downvotes while the answer gets upvotes when it's not even programming related
TL;DR:
There's usually 2 types of popular answers, one that tells people to follow the rules, and the other one that provides a detailed and relevant answer
