for 1.you can download a random PSD file from any websites,and try to convert that into html website.
for..2 and 3..you can follow a YouTube video tutorial that does website making from scratch.
for 4...also again,youtube..
and for 5..there are many libraries of javascript like: phaser,p5.js,appJs,etc...you can learn any one of them and make a simple game..for example:- pong or a snake game to begin with.

1.PSD to HTML and CSS website (search google for more info).
2.Make a static website.
3.Make a dynamic website using html,css and javascript.
4.make small css3 animations.
5.Make javascript games.
