This is third time that i meet this challenge and

statement seems to make a infinite loop.

Program will run infinity times because each time appending value in list so each time list size will increase

There is a button to report the question (it is shown at the top right in your screenshot). You can use it so that the moderators review it and, hopefully, either change (validize) or remove it.
If you are going to report the question, my opinion is that it is best to choose the "Wrong Answer" option. You can also specify the problem with the question in the "Other" option, but, from my experience, it will have less change of the moderators doing something with it.
