I agree with Jax, if you really want to start programming you should learn the basics first. there is allot more to programming apps in general than most people think. and I'll give you a couple examples.
First what version of Android will you use 5.0,6.0?? whatever the newest is?
(well if you use the newest latest and greatest you will have allot more cool features but you may limit who can use your app because many people don't have the latest and greatest phone)
and how are you going to set up the app logically and so that it is understandable to the user.
(you will have to know different GUI coding and 2D rendering, especially if you want your app to look different then your average cheap unorthodox app made by a small child and not a professional)
so you can see with just two small things that it can be a little outlandish on just jumping straight into app development. stick to learning Java and than get into application specific tasks

when you say Java mobile, I assume you mean Android. There are a lot of Android tutorials out there. Coursera has free courses on this. But I would suggest to learn Java first because that will make learning Android faster. Or you can do it at the same time.

thank you so much .
i have almost completed 95% of this java course provided by the app . and java mobiles means basic mobiles like nokia c2 , samsung c3312 (chaton) , etc which support the ".jar" type of app .
i am not a professional but just as a part of craze / hobby i wish to create an app so i believed it would be easier to develop app for such basic mobiles ?
should i learn GUI coding and 2G rendering (is it necessary ) to develop an app for such basic mobile plz help since i m beginner

It's definitely not necessary to master them but just learn a little about how things should look, you want things to be logical and planned out so that even someone who has never used a app before could use it.
the main idea is to make it user friendly (because even if only you use the app, you will start to think about how you can have other people use it in the future)
