You could make a pretty simple "3d" game like wolfstein or doom with some basic math. This way of creating some kind of fake 3d world is called "ray casting". Google it for more info. It shouldnt be hard to do it for you.

yes, why not? I think that basics of oop are enough to create simple game engine ... if you want nice 3D graphics its much better to use already functional solution like UDK

No, you need to learn a game engine like Unreal Engine 4 or a graphics engine like SDL/SFML

Hey SDL and SFML its not an graphic engine...its an API based on OpenGL...only to clarify ;-)
