In Web servers,
Database are created seperately and database users are created seperately.
I can't say about 000webhost, but in my paid web hosting,
I have to create a mysql database user and give all privilidges for a database created.
Then I import all the tables of my localhost database to my web server database.

Why don't you try with hostinger.in

@Ianiel, I'm sorry, please try what I said earlier or try to change host to hostinger.in, they are better than 000webhost.

@sachin is right here, you need to create the database user and grant permissions, then create an empty database with the exact name of the old one you backed up. then you can restore the .sql file to the newly created database
