Why can't I create a database in CMD? Why can't cd in CMD?

Question

I'm trying to go to storage D because laragon is in D

When I try to cd D:\laragon\bin\mysql Can't move to D

When I open CMD, In CMD it's like this :
C:\Users\USER>

Why is that, what's wrong?

When I try to create database, I open laragon then click terminal, after that I type CREATE DATABASE DatabaseName;

Then press enter, after that it says 'CREATE' is not recognized as an internal or external command, operable program or batch file

Do I have to move laragon apps to D?(but I don't want to do that)
