Overcharging?

Why am I being billed twice a month? I noticed the 12.99 is coming out at the beginning and end of the month. I only have it on one account. And when I look on my subscriptions there are multiple monthly plans available. What’s the difference of them? I had pro a year or two ago and was paying around $8 then cancelled after awhile and now that I have it again am paying around $12. But I still see the old prices available on my phone subscription settings. It just let me switch over to the $6 one
