I want to chat with a person on solo learn but I don't know how to.

You only have a 5 day streak, if that's from when you joined, you'll need to wait another 3 weeks or so before you can start messaging others.

Yeah, my understanding is that Sololearn set a time period to slow/stop spammers from personal messaging. I don't know if we have an official number of days but it appears to be around 3-4 weeks.
