Need tips for making app which connects to network

i have to make a project where an app connects to networks and detects if it safe or not and displays a message. this app can also additionally check url links,phone numbers to verify if they are safe or not.
what languages should i learn to make this app and how to proceed forward?

almost any....
html and css won't do it for you, but you can make the interface nicer, if you will choose the app running in browser....
possibly the easiest way is python, next is c# (on windows with wcf, to have a nice ui)
