Yes, you need to use javascript or jQuery to provide a real user experience
You can use some server side programming language like PHP too, but the experience will be incomplete without javascript or jQuery 😀

You can make dynamic web pages without JS, only with Html+Css... However, you just can do a few more than old dynamic style ( hover/click effects, linear animations... ) with them, and with JS you can do a lot more than just dynamic web pages but web app' ^^
