What is the best language to program simple arcade games? Do I have to know a bit of design in Photoshop or any editor?

I'm still learning Java and Python, but the logical part(if; else; while; for), although is coll, it seems to never end. Do I have to be patient or do I have to start learning a more specific programming language? (sorry bad eng)
