How can I learn more efficient and fast to become I good front-end developer?

I saw a lot of info about which languages I must learn for becoming this but I want to know how many hours per day/week you dedicated for learning and practice? Where can I practice what I've learned. I am felling that I am stucking and I don't see any progress. I have a friend who was unenployment and during 3months he learnend html and css and after this he allready started to work for some friend as a freelancer. it is possible in short time like this?
