Yes of course! Nearly everything (or everything dynamic) in web needs JS (or it's derivatives for frontend). Only "substitutions" for js are it's derivatives really (like TypeScript, CoffeeScript...) or just it's library/framework (jQuery/Angular/React). I belive there is a way not to use JS (languages with plugins for browsers) but it's a bad way, wrong way, and difficult too (I think nobody consider it as a real way nowadays). It's like HTML in web-pages... :-) It's said that there a way not to use HTML (a kind of, I'm not fully sure, how XML works as a substitution for HTML) but at least 99% of web-pages use HTML. :) So HTML+CSS+JS are three wales (or elephants) holding the WEB on their backs.
