Is it ever possible to actually create a game or app with your phone or tablet?

Yes it's possible. But writing a code on your phone could be pain in the ass. You can connect an external keyboard via USB or bluetooth.
I actually have installed an SSH client on my phone to quick debug a code when I don't have an acces to computer. But I can't imagine that I have to create whole project on my phone.

I have tried and all Android/Ios IDEs suck bad. So not really.
