Is it important to learn Web Design and Development both ?

If I use pre defined CMS like Wordpress then we don't need to learn web development . Is it right ?

If you want a good-looking, customized, professional website with WordPress, you do need to know web development - namely, PHP, JAvaScript, HTML, CSS and SQL. While it's possible to accomplish to create WordPress sites without touching the code, at least knowing how to tweak it helps a lot.

That depends on what you want to use Wordpress for, of course. IF it's just for your own website or blog, you don't need to code. Buti if you want to create websites for other people, knowing how it work and being able to customize it with your own code is expected, as well as database and server management.
