Yes, and you can do it using an app called "Python Interpreter". It's by some group/company called enuriSoft" and it let's you do all the basic stuff you wanna be able to do if you're on your phone and writing code, aka it let's you check if the code actually works. The app does this by having both a console and a text editing feature so you can write, edit, save, and execute python code on your phone wherever and whenever you like. Also, like most apps on my phone, it is free.

Just remember to do two things whenever you use it. 1) Don't forget to switch to the text editor to get out of the console and start work on a program with multiple lines in it the first time you use it, and 2) always be sure to save whenever you write a new program otherwise you might lose all of your code without hope of recovery, which get's old real fast.

Also, if you can disable autocorrect when you're coding you probably ought to. Just in case.

You also might be interested in "python" by iLabs, which is very similar in both its freeness and overall ability to text edit and actually run programs written in Python but lacks a proper console so you can't call up saved programs the same way. Also it only uses a python 2.x not a 3.x version so your mileage may vary.
