So let's talk of Frameworks... What Framework is the best to start with to build Website App?

Frameworks are structures and user written codes to guide someone to build something useful like websites and softwares. Examples are Php Laravel, Python Django, JavaScript Angular.js, Node.js, react.js, Ajax, Ruby on Rails, dotNet frameworks... As a beginner, it can sometimes be difficult to know which to pick... Which do you think is the best to start with?

Like you said, Frameworks are structures of bunch of codes (basic programming language/scripting) to build something useful like sites softwares. So for you to use any framework(s), you must understand their basic code and how it is connected to the framework ( new syntax that works on the framework).
In essence, you should focus more on which basic language to use before you indulge in which framework to use.

As for comparison of which framework is better in any form or manner, you cannot compare because the said frameworks are from different languages and different structure especially dependencies.
