Installed hampp. Still php doesnt work. Why? Php itself couldnt install. In vs code php doesnt work aswell. Realy cant

You have installed wrong software. Not hampp.
Install xampp or wamp.

You can start writing html using Notepad++, then add CSS for styling. have you got that far? if not where are you using PHP?
