netbeans offer place 4 html and php. I'd recommend.

I'm a huge fan of http://brackets.io/ you can live view the webpage as you edit it. Maybe check out https://atom.io/ as well. It'll come down to personal preference.

Dreamweaver and php storm is good and you can also used sublime text plugins

@Sammy I mean that You can develop Html and php sites here. Also You should code in other languages here like java, groovy, c/cpp. So You can do lots of projects in one ide.
