For beginning and experimenting - MySQL (easy to install, easy to understand, easy to practice). Or its fork, MariaDB.

For production use - depends a lot on the other requirements you have.

i'm using microsoft's sql server management studio it's pretty decent

@erez - the problem with SSMS is that it requires you to run Microsoft SQL Server (that is the actual SQL platform, SSMS is just a management tool).

And SQL Server is either limited (SQL Server Express), or expensive (the full SQL Server).
