Use of different computer languages

I want to know the use of different computer languages and how can I club them to build softwares... Esp the links which club them... Without IDE... Things used to happen when there were no IDEs... Please anyone help...

Manual

Club means to bind together... Kind of creating a link.... Example we link mysql to java for database entries... But with help of IDEs like netbeans... How could we do that without IDE
