Firstly you need to think about what the app about is going to be about/based on. Next you need to decide what platform you are going to release the application on e.g. IOS, Android, Windows. From then on it's just coding, testing and then the release.

If you mean you want to design the mock / wireframe of your app (ie, how the final product will look like), there are some excellent prototype tools, like lucidchart, or draw.io
