Yes, a bit like NetBeans wich provide probably a web serving service in the IDE (Integrated Development Environment) that it is dedicated to Java and visibily to Swing, which is a web server framework for Java (for doing the same job than Apache+Php or others less common workflows)...

Apache make a computer able TO SERVE Html, Css, JS and any web document/file... What's make your computer able TO RUN them is the web browser (the client of the server, even they're on same local machine...

Apache makes your server able to run HTML, JavaScript and CSS. If you have a VPS and if you want to run a website with your VPS , you must install Apache.
