Which is better for learning Arduino or Raspberry and why ?

If you aim for embedded systems/ electronics go for arduino and its "friendlier" c++.

If you aim at programming go for the Raspberry pi as it is more linux/python centered.

My suggestion: get both as they are really complementary once you get to know their limits.
