I think you better learn java basic first and then learn kotlin .. learning to use kotlin effectively will at least force you to learn java.. (if it's your first programming language)so better start with java ..

The effectiveness depends on how you plan on utilising it. All languages can be 'effective'. If you have decided to learn it, then just do it.
