there are a lot of useful editors... a very powerful tool is adobe dreamweaver, but it's not free... a free and powerful tool is aptana, but you can easily use any text editor to write a php or html file. then upload the file on the web server folder. you can also use nano, vi or other command line editors to directly edit the site source file(s) in a shell environment... obviously, the most important things are an idea and a purpose for the site 😂
